Turns out that the poor job execution isn’t on the city employees. This job has been contracted out.
The poor performance is on Shannon Jones and Jesse Roach who let their contractor run amok. They didn’t enforce utility locates or proper safety procedures.

Jesse Roach and Shannon Jones are incompetent. They started the job without a purchase order being cut, so Mary McCoy had Purchasing backdate a PO.
Mayor Alan M. Webber and City Manager John Blair’s incompetent Utility Director Shannon Jones and Water Director Jesse Roach are to blame for this cluster f***
I understand Jesse Roach is related to contractor B&D’s owner which is why they are getting lots of no bid work.
